Chen Zhixing, chief secretary of Shanghai Intellectual Property Right Joint Conference and directory general of Intellectual Property Right Bureau, expressed at the routine press conference of Shanghai government held on Sep. 24that it is hopeful that Shanghai will set up intellectual property right institute in the middle of October this year, so as to lower right protection cost of intellectual property right and perfect multi-approaches resolving mechanism for dispute.
' State Intellectual Property Strategic Outline ( 2008-2020 )' of On June 5 th this year the State Council formally promulgated. In order to put this outline into effect Shanghai stipulated ' Several Ideas about implementation of State Intellectual Property Strategic Outline in the City'. To implement this outline, Shanghai has established " some opinion about the enforcement of this city the of intellectual property". The tenth item of the ideas clearly brings forward that Shanghai Intellectual Property Right Arbitration Institute should be established at the right time and give play to the function of arbitration to cope with intellectual property right dispute.
The ideas also proposed Shanghai should fully play the function of organization such as Shanghai Intellectual Property Right Aid Center and Copyright Dispute Mediation Center, and provide more direct and effective service for enterprises to cope with oversea intellectual property right dispute; Encourage to establish the organization which enterprises take the lead such as association and league of industrial intellectual property right protection.
Chen Zhixing expressed Shanghai Intellectual Property Right Arbitration Institute which is under preparation aims at that based on Shanghai and facing Yangtze River delta as well as the whole country and providing facility for related enterprises to protect their intellectual property right. The institute will not only employ the related experts of Shanghai but also intend to employ intellectual property right experts of home and abroad.
Related principals of Shanghai City Copyright Bureau expressed at the press conference that Shanghai will build Copyright Dispute Mediation Center. Through stipulating and carrying out copyright dispute mediation system which has some credibility within the whole country, to establish copyright dispute mediation mechanism which is neutral, high-effective, high-quality as well as non-profit, encourage copyright owner and interested party to stop dispute and quiet down lawsuit through dispute mediation mechanism $?$??( xinhuanet, com Yang Jinzhi Xu Min)
